Recruited to provide consultative guidance and executive leadership for the development and management of a start-up Transportation Asset Management Services (TAMS) affiliate for the TME organization. Filled an operational void to improve company services in support of multiple contracts with the Virginia Department of Transportation as well as city contracts throughout the Hampton Roads region.
Develop, administer and exercise full authority control over $14M in TAMS contracts and $3+ million in various city maintenance contracts. Focus management efforts on optimized use of allocated funds in a highly scrutinized and regulated government contract arena.
Initiate plans and execute the entire bidding and award process. Handle all post-award essentials such as talent recruitment, subcontractor solicitation, emergent problem-solving, and quality assurance/compliance oversight.
Research, locate, negotiate use contracts, and secure all property, buildings and equipment to fulfill myriad State-wide projects. Negotiate pricing with vendors and subcontractors.

Trained, scheduled, supervised, motivated and evaluated the efforts of crews of tradesmen providing maintenance, upkeep and repair to the Hampton Roads Bridge Tunnels (7), the I-564 Tunnel and the George P. Coleman crossing of the York River. Guided 48 electricians, mechanics and roadway crewmen in the performance of their duties relating to the maintenance and repair of bridges, tunnels, tunnel ventilation equipment, electrical/mechanical equipment, de-watering pumps, tunnel lighting, building repairs, swing span equipment, emergency operations, snow and ice removal, and traffic management..
