Recruited to provide consultative guidance and executive leadership for the development and management of a start-up Transportation Asset Management Services (TAMS) affiliate for the TME organization. Filled an operational void to improve company services in support of multiple contracts with the Virginia Department of Transportation as well as city contracts throughout the Hampton Roads region.
Develop, administer and exercise full authority control over $14M in TAMS contracts and $3+ million in various city maintenance contracts. Focus management efforts on optimized use of allocated funds in a highly scrutinized and regulated government contract arena.
Initiate plans and execute the entire bidding and award process. Handle all post-award essentials such as talent recruitment, subcontractor solicitation, emergent problem-solving, and quality assurance/compliance oversight.
Research, locate, negotiate use contracts, and secure all property, buildings and equipment to fulfill myriad State-wide projects. Negotiate pricing with vendors and subcontractors.
Directly responsible for Quality Control on 3 TAMS contracts. Manage crews and projects with a primary objective of on-time and within budget completion. Focal point for correspondence and key decisions on escalated issues that arise during project disposition.
Procure specialized equipment for maintenance of Interstate Highways and Right of Way. Purchase materials used by Service Division for Right of Way Maintenance performed throughout Hampton Roads.
Approve payroll hours for both TAMS and the Services Division.
Regularly interface with city officials to ensure all permits and licenses are up to date.
Facilitate and provide training for such subjects as blueprint reading, OSHA and VOSH requirements, contract language, the inspection process, etc.
Ensure compliance with the Commonwealth's Asset Accounting system.

Transportation Maintenance Operations Manager/ Acting Residency Administrator (1995-2006)
Managed a group of residency maintenance programs for VDOT locations throughout the Hampton Roads area (Suffolk District). Reviewed and administered myriad contracts.
Provided executive oversight and control of Maintenance, Major Equipment, Buildings & Grounds, Infrastructure Inventory, Computer Equipment, and Road & Store Inventories for the organization. Led a team of 68 maintenance personnel. Administered a $9.5 million in State Force construction, maintenance replacement and ordinary maintenance budgets.

Trained, scheduled, supervised, motivated and evaluated the efforts of crews of tradesmen providing maintenance, upkeep and repair to the Hampton Roads Bridge Tunnels (7), the I-564 Tunnel and the George P. Coleman crossing of the York River. Guided 48 electricians, mechanics and roadway crewmen in the performance of their duties relating to the maintenance and repair of bridges, tunnels, tunnel ventilation equipment, electrical/mechanical equipment, de-watering pumps, tunnel lighting, building repairs, swing span equipment, emergency operations, snow and ice removal, and traffic management..
Developed and monitored expenditures against 8 distinct department budgets as well as for the entire annual maintenance program of $2.8 million. Administered road and store stock inventories.
