EXPERIENCE
INCLUDES
Deep Water Drilling (Offshore) Schedule preparation for various offshore rigs, West Eminence, West Capella, West Orion, West Hercules and various other platforms located both internationally and in Gulf of Mexico. The planning of these various platforms varied with each rig, being directed by rig manager and consisted of incorporating various third party contractor schedules into a master schedule. The primary focus was to analyze the down time in production due to maintenance and repairs. The planning involved extreme levels of communication between the rig managers and the planning staff.The types of work performed were classified as Marine, Fixed Facilities, MODU and New Build. Weekly reports were issued to the client highlighting key events and accomplishments but also those items that needed immediate attention. Daily briefings were held to go over the planning requirements and objectives, andWeekly progress reports were presented to the client. A portion of the planning covered new build, greenfield, and brownfield projects for various Gulf of Mexico semi-submersible platforms.

Facilities served - Mad Dog, Atlantis, Hercules and Thunderhorse.

Petrochemical and Refining -
Mr. Harper was responsible for producing and maintaining the EPC schedules on various petrochemical and refinery sites along the Gulf Coast.
The Engineering, Procurement and Construction (EPC) schedules covered the entire projects but was produced, for the most part, through stage gates which broke down the overall project scope into phases, i.e. Phase I Concept, Phase II FEED, Phase III Detail Design, Phase IV Installation and Commissioning, Phase V Closeout. The projects would range from $10 million up to and in excess of $365 million.
The types of reports utilized to plan and monitor the projects were bar charts, histograms, progress curves, tabular and narrative type reports detailing all aspects of the project.Weekly progress update meetings were held throughout the life of the projects. Primavera software, version 3.1 was primarily the planning tool used for planning, but reporting was accomplished through the use of various Microsoft Office products, such as Excel, Power Point, Word and MS Project planner.

Facilities served Equistar Lyondell, Arco Refinery, Exxon Pulp and Paper -
Mr. Harper was responsible for producing and maintaining the EPC schedules on various pulp and paper facilities along the Gulf Coast. The schedules covered new installations and upgrades of paper machines, warehousing facilities and plywood production facilities. The types of reports utilized to plan and monitor the projects were bar charts, histograms, progress curves, tabular and narrative type reports detailing all aspects of the project. Monthly progress update meetings were held throughout the life of the projects. Primavera software, version 3.1 was primarily the planning tool used for planning, but reporting was accomplished through the use of various Microsoft Office products, such as Excel, Power Point, Word and MS Project planner.

Cement Production -
Mr. Harper was responsible for producing and maintaining the EPC schedules covering the new installation of a cement production facility located in Midlothian, Texas. The overall plan covered the engineering work being performed by Fuller Company and the installation being performed by Metric Constructors. The types of reports utilized to plan and monitor the projects were bar charts, histograms, progress curves, tabular and narrative type reports detailing all aspects of the project. Semi - Monthly progress update meetings were held throughout the life of the projects. Primavera software, version 1.5 was primarily the planning tool used for planning, but reporting was accomplished through the use of various Microsoft Office products, such as Excel, Power Point, and Word.

Energy, Power Plants (Coal, Gas, Nuclear) -
Mr. Harper was responsible for producing and maintaining the EPC schedules covering grass roots facilities located at various locations along the Gulf Coast and Northeast USA locations. The types of reports utilized to plan and monitor the projects were bar charts, histograms, progress curves, tabular and narrative type reports detailing all aspects of the project. Three week look-a-head plans were used to update a master schedule. Weekly meetings were held throughout the life of the projects to review the three week look-a-head schedules, update various tasks, review potential impacts and establish a work around. Cost and change orders were discussed, approved or disapproved and markups for updating were established. Several types of software were utilized as the planning tools used for planning, but reporting was accomplished through the use of the above mentioned types of reports.

Mr. Harper was responsible for producing and maintaining the EPC schedules covering grass roots facilities located at various locations along the Gulf Coast and other USA locations. Some projects were upgrades to existing facilities.
The types of reports utilized to plan and monitor the projects were bar charts, histograms, progress curves, tabular and narrative type reports detailing all aspects of the project. Along with the completion and startup of the new facilities or upgrades, Mr. Harper was responsible for training the plant personnel in the use of CMMS software that was to be used to plan all plant maintenance, spare parts inventory and control, work order creation, and asset management. Later on in the life of certain plants, MAXIMO was introduced to replace CMMS.
