The Project Manager-Construction manages all aspects of construction for assigned sections/projects from notice to proceed through commissioning; ensure assigned projects successfully meet identified objectives and are completed within established budgetary and scheduling guidelines. The individual in this position will also supervise and assist a construction management consultant and staff hired to perform resident engineering, inspection, office engineering and other field duties; estimate, negotiate, and manage change orders.



Additional Responsibilities will include:

* Manage all aspects of construction for assigned sections/projects and other construction packages from notice to proceed through commissioning; ensure assigned projects successfully meet identified objectives and are completed within established policy, budgetary and scheduling guidelines.
* Oversee the implementation of policies and procedures for control and monitoring of construction contract time or cost change, progress documentation, submittal review, inspection records, and progress payments.
* Analyze and negotiate construction claims.
* Assist the Construction Manager in managing the construction budget and monitoring costs and cash flows.
* Assist in constructability reviews, construction schedule compatibility analysis, and review of construction related specification including general conditions and special conditions for assigned contracts regarding issues of constructability, schedule and contract administration.
* Work with the Contracts Division and the Legal Department to develop requests for proposals and contract documents for construction support related contracts.
* Review requests for qualifications, requests for proposals, and contract documents for technical content, contract administration procedures and contractual requirements as necessary; work with other Agency staff, the Legal Department, and the Contracts Division to resolve issues within the documents.
* Assist the Capital Projects Construction Manager to support the community relations and public information effort(s) applicable to the Construction Management Program area and to the Agency in general.
* Serve as liaison to other departments and divisions with respect to construction related issues and/or problems; respond to and resolve issues in an efficient and timely manner.
* Coordinate assigned projects with those of other divisions and outside agencies and organizations; oversee the coordination with engineers and inspectors from other agencies on assigned projects as necessary.
* Perform construction management consistent with Capital Projects policies and procedures.
* Perform related duties as assigned



QUALIFICATIONS
The requirements below are representative of the knowledge, skill, and/or ability required:


Knowledge of:

* Manage a complex project or multiple projects concurrently.
* Read and interpret drawings, contracts, and specifications for all technical disciplines.
* Estimate and negotiate construction change orders.
* Effectively coordinate construction management with project controls.
* Analyze construction schedules, and delay claims.
* Translate technical issues into layman's terms and to effectively communicate with politicians, contractors, developers, city agencies, community groups, utility companies, inspectors, lawyers and others.
* Understand the organization and operation of the Agency and of outside agencies as necessary to assume assigned responsibilities.
* Understand, interpret, and apply general and specific administrative and departmental policies and procedures as well as applicable federal, state, and local policies, laws, and regulations.
* Effectively represent the Agency to outside individuals and agencies to accomplish the goals and objectives of the project.
* Work cooperatively with other departments, Agency officials, and outside agencies.
* Respond tactfully, clearly, concisely, and appropriately to inquiries from the public, Agency staff, or other agencies on sensitive issues in area of responsibility.
* Work effectively under pressure, meet deadlines, and adjust to changing priorities.
* Operate office equipment including computers and supporting word processing, spreadsheet, and database applications.
* Establish and maintain effective working relationships with those contacted in the course of work.
* Applying principles and practices of construction management.
* Applying strong interpersonal techniques and demonstrating a consistent commitment and ability to work with diverse work groups and individuals.
* Demonstrating a positive customer service orientation with both internal and external clients.


Education/Training: A Bachelor's degree from an accredited college or university with major course work in engineering, architecture, or construction management is required.



Experience:
Seven years of increasingly responsible construction management experience

Experience with stations and garage structures, bridge construction rail construction, utility construction, road construction and heavy civil construction is desired.



License or Certificate:
A valid certificate of registration as a Professional Engineer, or Architect issued by the State of Washington and/or Construction Management Certification is highly desirable.
