Job Description: Project:
Parsons is supporting the Maryland Procurement Office for an ID/IQ-based IV&V program to provide: reviews of third party A/E work, conduct self-performed studies and analysis, testing & measuring, specialized engineering services, planning and design reviews, commissioning services and construction oversight on worldwide delivery orders. The position is based in the planned program management office in Annapolis Junction, MD (adjacent to Ft. Meade).

POSITION OVERVIEW:
Completes a wide variety of difficult estimating activities on an assigned project. The Estimator at this level independently completes complicated assignments independently, and regularly exercises his/her familiarity of company and project practices and procedures. He/she is viewed as a fully qualified professional with solid experience and technical expertise.


SPECIFIC RESPONSIBILITIES:
Prepares material takeoffs on complex projects, drawings, and plans. Reviews takeoffs provided by the Engineering Department and checks for mathematical and technical accuracy. Prepares detailed breakdown of components and elements of estimates for systems and subsystems.

Reviews contractual documents and contract modifications to determine scope of work and scope changes.

Prepares and summarizes task and subtask estimates, including rate and unit cost determination and performing mathematical calculations by applying standard factors.

Assigns material costs and staffing costs to the takeoffs. Obtains telephone quotes for materials and services.

Accumulates, evaluates, and documents historical cost data and construction procedures and methods in order to maintain current estimating standards and databases.

Provides training and guidance to assigned personnel in the preparation, revision, and production of cost estimates. Reviews work of subordinate personnel for quality, clarity, and application.

Participates in client presentations as required.

Performs other responsibilities associated with this position as may be appropriate.

Qualifications

PREFERRED EDUCATION/EXPERIENCE:
4-year degree in Engineering or Construction Management (or related field) and 5-10 years of related work experience involving typical estimating activities.

SKILLS/COMPETENCIES:
Ability to perform difficult estimating activities typical to the engineering and construction industry is required. In addition, excellent communications skills, familiarity with company and project procedures and practices, and a familiarity with typical project controls software such as DMCS (Document and Materials Control System) are required. Must have a clear understanding of, and ability to work with, engineering drawings and specifications.
