Job Description:	The employee/consultant shall perform all task requirements in the The Department of State (DOS), Overseas Buildings Operations (OBO), Office of Cost Management (COST) offices in Rosslyn, VA except for occasional times when a FOB may be used from the incumbents place of residence or during travel. OBO may provide all hardware infrastructure comprising workspace, furniture, computers, software, stationary and supplies. OBO will provide building access for personnel in accordance with DOS security regulations. The period of support is six calendar months, effective from the date of award, with an option for an additional six calendar month service period. Projects Capital Security Program and Non Capital (various) - * Assist in-house estimating department in the development of detailed cost estimates for design control, budgetary purposes, and post award change orders; * Prepare detailed estimates for completion of design documents; Develop comparative cost estimates; * Review A-E cost estimates; and attend project meetings. * Must be a U.S. Citizen * Must have at least five (5) years federal project construction cost estimating experience * Must have a SECRET Security Clearance or the ability to obtain same * Must have an established background that includes cost estimating experience for projects at conceptual through construction document stages * Must be confidently able to compile and prepare cost estimating information on multi-million dollar construction projects * Must be able to calculate quantity take-offs for Trades Divisions 1-14 * Experience estimating divisions 15 and 16 preferred * Must have excellent analytical skills, with the ability to read, interpret and develop statistical reports and calculations * Must be organized, multi-tasker, detail-oriented, team friendly, deadline-oriented, works well under pressure and is able to manage a variety of projects in a fast paced environment * Must be able to commute to and work at the Rosslyn, VA DOS office * Must be proficient with MS Word, Excel, and Outlook * Must have the aptitude and ability to rapidly learn and apply other cost estimating applications Previous Federal Government estimating preferred.
