Under this contract, Parsons will provide program management services through a Program Management Office in northern California to support the repair and capital improvements program, and traditional turn-key Engineering-Procurement-Construction (EPC) services for the implementation of new Federal Energy Regulatory Commission (FERC) licenses for new construction.



In order to complete this long-term work load Parsons requires a Sr Project Manager with a minimum of 15-20 years progressive experience in Hydro/Power Plant or related design, construction and maintenance.

To support the program objectives Parsons is looking for Project Managers with progressive experience to manage projects.



The successful candidate(s) will be responsible for managing/coordinating subcontract and direct resources to accomplish various work tasks including but not limited to the following :



Development Services:



· Preparation of Management Plans for Proposed Projects (including the constituent components thereof: Schedules, Budgets, Work Plan and Scope of Work)



· Conduct preliminary project planning and site evaluation/testing



· Preliminary engineering and design



· Detailed scope definition and logical grouping of multiple jobs at same or related locations



· Provide recommendations for engineering design services and selecting source for project design, including consideration of client design services, existing alliance contracts for design services, and other possible design sources.



· Develop individual project construction and implementation plans to provide a coordinated approach, incorporating engineering design into the most economical construction approach.



Project Management Services:



· Basic and detailed engineering and design.



· Preparation of scope documents/work packages/RFPs for Material Contracts, and administration of tender processes



· Evaluation of proposals and recommendation to client of Vendors and Contractors for negotiation of Material Contracts



· Negotiation of Material Contracts and presentation of final, unexecuted Material Contracts for client approval and execution



· Administration of Contracts on behalf of the client, including:



· Management and oversight of procurement and construction activities



· Reviewing and approving plans, design drawings, reports and requests for payment



· Reviewing and processing change orders (or evaluating and recommending client approval of change orders over a threshold to be specified)



· Determining achievement of construction milestones (e.g., substantial and final completion under Contracts)



· Oversight of inspection and QA/QC matters. Developing an insurance program for client approval and administration of the approved program



· Developing and monitoring compliance with the Schedule, Approved Budget and Work Plan, including utilizing client reporting tools for reporting progress and costs (Primavera P6, Access data base, and SAP software)



Provide Turnkey solutions, where requested by client and defined in the management plan, such as EPC (engineer, procure, construct) on Lump Sum, Guaranteed Maximum Price, Target Price, Incentive, or other pre-defined compensation basis.



Qualifications



A 4-year degree in engineering or related technical/business and at least 15-20 years related work experience is required. Incumbent should have a broad general technical and business background as well as previous project management experience on similar or related projects. Professional registration may also be required.

Incumbent must meet Parsons Project management certification requirements. Proven ability to perform in a management capacity, excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are also required. In addition must be knowledgeable of current technology and how it can be effectively utilized on the project`.



Requires working in Sacramento, CA project location.
