Job Description: Job Summary:

Designated in 1983, San Juan NHS includes Castillo San Cristobal, Castillo San Felipe del Morro, and Fortin San Juan de la Cruz known locally as El Canuelo, bastions, powder houses, and three fourths of the city wall surrounding. These magnificent fortifications were built by the Spanish beginning in 1539 with a tower at El Morro and La Fortaleza and took more than 250 years.



This position is with the Department of the Interior, National Park Service, Maintenance Division of the San Juan National Historic Site located in Puerto Rico.

The National Park Service helps communities across America preserve and enhance important local heritage and close-to-home recreational opportunities.

Key Requirements:

* You must be a U.S. Citizen
* A valid Commonwealth of Puerto Rico driver's license is required.
* You must be able to frequently perform heavy lifting (up to 90 pounds)
* You will be exposed to a variety of weather conditions
* May be exposed to dust, dirt and other particles in performance of duties
* Must be able to stand while working and frequently climb ladders/scaffolds


Major Duties:

This is a journeyman position is located in the Maintenance Division of the San Juan National Historic Site and performs masonry work in the restoration and modernization of historical structures. Incumbent must have a working knowledge of carpentry, plumbing, painting, and modern construction.

Specifically this position will:

1. Perform masonry work in the maintenance, repair, alteration, and construction of exterior and interior surfaces and structures (such as walls, walks, chimneys, fireplaces, manholes, boilers, and catch basins) built of a variety of brick, block, and stone in historic and modern construction
2. Apply safety techniques, rules and regulations in the performance of all assigned tasksProvide guidance to lower level masons and/or helpers
3. Provide guidance to lower level masons and/or helpers

No specific length of experience is required for this position. However, training and experience must be of sufficient scope and quality to demonstrate the knowledge, skills and abilities to perform the duties of this position.



PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.

A VALID COMMONWEALTH OF PUERTO RICO DRIVER'S LICENSE IS REQUIRED.

You must be able to determine the traditional masonry materials used in historic structures (such as those built in the 17th and early 20th centuries (1600's to early 1900's)) and have demonstrated experience in performing masonry work which consists of the restoration of historic walls, steps, and buildings, In addition, you must show that you have had the training or experience of sufficient scope and quality to provide you with the knowledge, skills, and abilities to successfully perform the duties of this position. Your qualifications will be evaluated on the following job elements:

* Ability to perform the work of the position without more than normal supervision
* Technical Practices (theoretical, precise, artistic)
* Ability To Interpret Instructions, Specifications, etc. (includes sketches, blueprint reading, and oral instruction)
* Measurement and Layout
* Ability To Use and Maintain Tools and Equipment
* Knowledge of Materials
* Dexterity and Safety (including working from ladders, scaffolding, and roofs)

VETERANS PREFERENCE:

Five-point preference is given to those honorably separated veterans (this means an honorable or general discharge) who served on active duty (not active duty for training) in the Armed Forces:

* during any war (this means a war declared by Congress, the last of which was World War II);
* during the period April 28, 1952, through July 1, 1955;
* for more than 180 consecutive days, any part of which occurred after January 31, 1955, and before October 15, 1976;
* during the Gulf War period beginning August 2, 1990, and ending January 2, 1992; or
* for more than 180 consecutive days, any part of which occurred during the period beginning on September 11, 2001, and ending on the date prescribed by Presidential proclamation or by law as the last date of Operation Iraqi Freedom; or
* in a campaign or expedition for which a campaign medal has been authorized, such as El Salvador, Lebanon, Granada, Panama, Southwest Asia, Somalia, and Haiti.
* Medal holders and Gulf War veterans who originally enlisted after September 7, 1980, or entered on active duty on or after October 14, 1982, without having previously completed 24 months of continuous active duty, must have served continuously for 24 months or the full period called or ordered to active duty.
* Effective on October 1, 1980, military retirees at or above the rank of major or equivalent, are not entitled to preference unless they qualify as disabled veterans.

Ten-point preference is given to:

* those honorably separated veterans who 1) qualify as disabled veterans because they have served on active duty in the Armed Forces at any time and have a present service-connected disability or are receiving compensation, disability retirement benefits, or pension from the military or the Department of Veterans Affairs; or 2) are Purple Heart recipients;
* the spouse of a veteran unable to work because of a service-connected disability;
* the unmarried widow of certain deceased veterans; and
* the mother of a veteran who died in service or who is permanently and totally disabled.

Proof of Veterans' Preference:

* If you are a veteran with preference eligibility and you are claiming 5-point veterans' preference, you must submit a copy of your DD-214. If you are currently on active duty and do not have a DD-214, you must provide an official "Statement of Service" from your Command.
* If you are claiming 10-point veterans' preference, you must complete and submit a form SF-15, "Application for 10-point Veterans' Preference" plus the proof required by that form.

Note: Reservists who are retired from the Reserves but are not receiving retired pay are not considered "retired military" for purposes of Veterans' preference.
