Job Description:	Duties and Responsibilities: Plans, coordinates and supervises the activities, programs and staff involved in coordinating construction and rehabilitation programs and projects for Housing Commission owned and managed housing, as well as, personally administering to project casework. Plans and evaluates the performance of assigned staff and assists in establishing performance requirements. Monitors programs, projects and coordinates quality assurance inspections of contractors and staff to ensure compliance with laws, regulations, codes and contracts. Assists in the development of contracts and specifications for rehabilitation work in Housing Commission owned properties. Assists the Assistant Director of Housing Programs in managing and administering section activities. Qualifications and Requirements: Demonstrated supervisory/leadership skills. Ability to provide staff performance feedback and direction. Knowledge of laws, methods, practices, procedures and regulations used in building construction craft areas including plumbing, electrical, heating and ventilation, building construction and remodeling, zoning, safety and fire prevention methods and hazardous materials. Knowledge of construction methods, materials and types with ability to prepare & review cost estimates, budgets, plans & specifications of construction & rehabilitation projects. Construction contract management experience in new construction & rehabilitation of multi-family projects desired. Demonstrated proficiency in the Microsoft Windows environment. Ability to create & maintain detailed project records, files, reports and correspondence using MS Word and MS Excel. Excellent interpersonal, customer service and written communications skills.
