This position is located in the Water Division, Water Enforcement
and Compliance Assurance Branch, Section II in Chicago, IL.


Key Requirements:

* Refer to the REQUIRED DOCUMENTS section for requested documentation.

* May be required to travel 1 to 5 days per month.
* Must possess a valid state drivers license.
* If selected, must complete an OF-306, Declaration for Federal Employment.
* Medical Monitoring is required.


Major Duties:

- Assists as a technical specialist in wastewater engineering,
conducting inspections, investigating cases of violation, and/or
preparing enforcement actions.

- Reviews forecast/discrepancy reports, investigation or inspection
reports and letters of inquiry or complaint and recommends whether a
source is in compliance or noncompliance.

- Provides technical assistance to higher-graded employees regarding
data review, quality assurance and sampling, design plans,
construction estimates and collection system models.

- Assists in the investigation of routine cases of violation and
helps prepare compliance reports using established EPA protocol and
procedures.

- Assists in preparing reports defining results of analyses, stating
results and making recommendations as appropriate.

- Recommends appropriate enforcement action on routine violations,
assists in the preparation of technical background reports.

The primary difference between grade levels is the degree of
supervision, the level of training and guidance provided, and the
complexity of assignment.

This position has no extramural resources management
responsibilities.


Qualifications:

QUALIFICATIONS

Applicants must meet all qualification and eligibility requirements
for the position advertised by the closing date of the announcement.

Applicants must have specialized
experience and/or education as described below.
This requirement is in accordance with the
Office of Personnel Management's Operating
Manual for Qualifications Standards for General
Schedule Positions.

EDUCATION AND SPECIALIZED EXPERIENCE REQUIREMENTS:

GS-7: Applicants must possess either one-year of graduate
level education OR superior academic achievement OR at
least one year of specialized experience comparable in difficulty
and responsibility to the GS-5 level in the federal government is
required.

GS-9: Applicants must possess either two years of
progressively higher level graduate education leading to a master's
degree OR Master's or equivalent graduate degree OR at
least one year of specialized experience comparable in difficulty
and responsibility to the GS-7 level in the federal government is
required.

Specialized experience is that which demonstrates knowledge of the
concepts and principles and of the conventional methodology required
within the wastewater engineering profession. Examples
of specialized experience are:

1. Uses engineering methods and techniques to analyze a range of
scientific, environmental protection and/or environmental management
issues.

2. Assists in the preparation of technical background reports.

In addition to the above, the GS-9 will:

1. Provides technical data for inclusion in administrative orders or
consent decrees.

KNOWLEDGE, SKILLS AND ABILITIES:

The occupational questionnaire is designed to assess your ability to
demonstrate the following competencies: Knowledge, Skill and Ability
(KSAs). You must provide in your resume detailed evidence of the
KSAs in the form of clear, concise examples showing levels of
accomplishment and degree of responsibility.

1. Ability to communicate in writing
2. Ability to communicate orally
3. Knowledge of wastewater treatment and engineering concepts and
principles.
4. Knowledge of environmental standards and regulations.
5. Skill in conducting analyses and investigations

A combination of post-high school education and
experience may be used to meet total
qualification requirements for the grade level
(s) specified in this vacancy announcement. The
combination of education and experience must be
sufficient to demonstrate that you possess the
knowledge, skills, and abilities required to
perform the work for this position. Only
education from an accredited college or
university recognized by the Department of
Education is acceptable to substitute education

Superior Academic Achievement is based on (1) class standing, (2)

such as the College of Liberal Arts or the School of Business
Administration, based on completed courses.

2. Grade-point average (G.P.A.) -- Applicants must have a grade-
point average of:
