Job Description: We currently have an opening for a Program Manager of Contract Management in our World Trade Center Construction Department. The World Trade Center Construction Department has overall program management responsibility for the multi-billion Downtown Restoration Program (DRP), including the planning, design, and construction of new facilities at the WTC site such as the WTC Transportation Hub and Vehicular Security Center projects.

RESPONSIBILITIES:
Under the direction of the WTCC Contract Management Sr. Program Manager, the individual will work closely with various units including Port Authority and Consultant staff assigned to the Transportation Hub, Vehicle Security Center, Route 9a Underpass, Chiller Plant, etc., to help in the planning and development of construction scopes of work, scheduling, logistics and associated reference documents, and other related contract documents to support the procurement of general and trade contractors as well as design, engineering and specialty consultants.

Responsibilities also include assisting in the review of change orders and/or claims, and in the preparation of formal responses to claimants, as well as participate in a variety of strategic sessions as a technical adviser, whereupon individual will be required to recommend the optimal approach to trade contract buyout, logistical concerns, scheduling conflicts, and assist in the writing, review and revision of associated specifications.

ELIGIBILITY REQUIREMENTS:
· A Bachelor’s Degree in Engineering from an accredited college or university

QUALIFICATIONS:
The ideal candidate will present the following qualifications profile:

· Extensive knowledge and experience with public sector construction contracting.

· Applicant must be able to demonstrate experience in drafting RFP/RFQ technical scopes of work, developing contract specific evaluation criteria and pricing templates.

· Demonstrated extensive knowledge of construction strategies, processes, and procedures, with particular emphasis on construction phasing, design and engineering.

· Thorough knowledge of multi-disciplinary engineering and construction principles.

· Demonstrated experience of understanding the means and methods, logistical and scheduling demands of multiple concurrent, complex and time-sensitive projects

· Must have experience in problem-solving and possess conflict resolution skills in order to work as a team member in achieving negotiated resolutions in a timely manner

· Knowledge of construction estimating & scheduling and experience using Expedition

· Demonstrated superior oral, written and presentation skills

· Demonstrated ability to complete tasks independently and with little direct supervision

· Demonstrated ability to understand the organization and procurement procedures of large organizations like the Port Authority
