he IRD Structural Engineer will be based in Kabul with frequent trips to construction sites throughout Afghanistan, as required, to inspect, evaluate, and certify the structural soundness and safety of existing buildings and of other structures for their intended use. He/She will also monitor the progress of new construction. The incumbent will primarily report to the Vertical Structures Team Lead, but when assigned to support road work, will report to the Roads Team Lead. He/She will also serve as the structural design team member to draft solicitations of interests, develop and evaluate “Requests for Proposals (RFPs)” for design projects and create “Scopes of Work (SOWs)” for construction projects.
PRIMARY RESPONSIBILITIES
USAID is renovating and retrofitting many existing buildings which experienced extremely hard conditions over the past 30 years. This includes neglect due to lack of maintenance, fires and explosions, mortars, and other projectiles fired at during successive armed conflicts, which damaged structural framing, roofs or walls of the buildings. The incumbent will be called upon to determine the structural integrity, stability and suitability of such buildings for their intended purpose, and to certify their structural soundness and safety. He/She will be called upon to suggest remedial measures to repair the structural framing and support system, where appropriate. He/She will also be capable of conceptualizing structures, including their overall loading.
He/She will have a sound knowledge of loads on structures (dead, live, wind, seismic, static, dynamic), of stress analysis (i.e. determination of bending moments, and stresses due to shear, torsion and other forces), of design of the overall structural framing system, and the stress analysis and design of individual members such as trusses, beams, joists, roof panels, etc. He/She will have knowledge and experience (preferably in a structural design consultancy firm) of reinforced concrete design, and steel design, based upon current US or British codes of practice. He/She will have personally completed the design of such structures and will have prepared drawings (on Auto CAD) showing structural framing, sizes of individual members and reinforcement details in concrete.
Other duties will include:
-Develop cost estimates for vertical and road construction projects (new and renovation). Write technical construction specifications for concrete or steel design.
-Examine structures that are at risk of collapse and advise on measures to be taken to improve their structural integrity, such as recommending removal or repair of defective parts or re-building the entire structure.
-Inspect project sites to monitor progress and ensure conformance to design specifications and safety standards.
-Provide technical expertise to the IRD Roads and Vertical Structures Teams to solve or inspect and draft reports on complex structural engineering problems.
-Act as part of a rapid response team to investigate construction projects that have significant structural problems.
-Assist in capacity building exercises as necessary for USAID, IRD, and GoA staff. Assist is training IRD engineering and technical staff.
-Perform other duties as assigned.
-Check and vet structural calculations and designs of buildings designed by architectural engineering consultants contracted by USAID.
Required Skills
A 4-year Bachelors Degree in Structural Engineering/Civil Engineering is required. Applicants with a Masters degree in Structural Engineering will be preferred. Knowledge of MS Office applications, including Excel, Word, etc. is required. Must have excellent English language skills, both orally and in writing. Knowledge of a local language, Dari or Pashtu is a plus. Excellent interpersonal skills are necessary as incumbent will work with a wide variety of personnel. He/she will be willing to travel to remote areas with limited facilities.
Required Experience
He/She will have a minimum of 5 years experience in structural engineering analysis and design (both reinforced concrete and steel design) with increasing responsibility in an engineering design consultancy firm. An engineering design firm is one which has produced structural drawings, specifications, and bid documents for the construction of various buildings, or other types of structures. Applicants with experience in structural design of buildings (as opposed to bridges, culverts, tunnels, etc) will be given preference for this position. The applicant will be required to show examples of work personally completed by him/her, such as calculations for stress analysis, calculations for design of the framing system (in reinforced concrete or steel), drawings showing the framing system and sizes of individual members, including steel reinforcement details
