Job Description: Under the general direction of the Environmental Services Superintendent, coordinates environmental programs in order to assist Refinery Management in maintaining compliance with federal, state and local laws and regulations as well as company policies, program and procedures. Provides professional environmental compliance support to the refinery including, but not limited to, proposed and existing regulations, permitting requirements, compliance outreach programs (training, auditing, policies/procedures, etc.), and agency communications.

The Enivornmental Engineer may be responsible for the following:


1. Responsible for the safety/health of yourself and those working with you, promoting the health and safety of others, and performing quality work in a safe and environmentally conscientious manner.



2. Assists refinery management to maintain compliance with federal, state and local environmental permits and regulations as well as Company policies, standards, programs and procedures.



3. Responsible for analyzing the impact of new and existing environmental regulations or permit conditions on the refinery and recommending compliance strategies. This includes verbal and written communications with refinery personnel regarding all forms of management of change (e.g., projects, operational changes, chemical/catalyst changes, etc.). This may also include coordinating implementation of new rules or programs.



4. Primary contact for correspondence with regulatory agencies, both written and verbal. This correspondence may include regulatory negotiations, testimony in rulemakings, variance testimony, and comments to permit conditions and/or permit renewals.



5. Escort environmental agencies as necessary in a professional manner and ensuring the safety of agency personnel at all times. Also, coordinate data requests from regulatory agencies and ensure accuracy.



6. Participate in or lead, as determined by the Superintendent of Environmental Services, internal or external industry regulatory advocacy efforts. This participation is to provide input and direct activities to achieve desired outcomes for both LAR and the Company.



7. Responsible for preparing routine reports to environmental agencies and refinery management as assigned. This preparation must include compilation of data with a high degree of interaction from other Departments/Divisions, and a thorough review and quality check of the report before submittal to the agency or to the Environmental Services Superintendent.



8. Prepare or update written guidelines and procedures that communicate regulatory requirements to refinery personnel.



9. Coordinate environmental contractor activities including preparation of Requests for Proposals, managing work and cost tracking to ensure that project objectives are met in a timely and cost-effective manner. This includes upholding the highest ethical standards consistent with Company business ethics policy.



10. Participate in refinery and corporate environmental and safety auditing programs as assigned.



11. Participate in refinery training programs and safety meetings as assigned.

Position requires after hours call-out to participate in Emergency Management Organization and/or routine environmental duty communications.

Qualifications

Basic/Required Qualifications

* Legally authorized to work in the United States on a regular, full-time basis without restrictions
* Bachelor of Science Degree in Chemical, Mechanical or Enivironmental Engineering or Chemistry.
* Minimum of three (3) years of related experience in refining and/or chemical industry.
* Minimum of three (3) years of related experience in environmental compliance.
* Must have a current TWIC card



Preferred Qualifications

*
Knowledge of environmental regulations, including National Pollutant Discharge Elimination System (NPDES) (storm water permit), Hazardous waste regulations California and Federal, Spill Prevention Control and Countermeasures (SPCC) and Storm Water Pollution Prevention Plan (SWPPP).
* Strong oral/written communication skills and the ability to interact and work in a team environment.
* Computer proficient including applications for word processing, spreadsheets, databases and PowerPoint.
