| Job Description: |
The Manager of Construction, serving in a managerial role, is accountable for the delivery and completion of capital construction projects on time and within budget. The incumbent is also responsible for the supervision of construction staff including Project Managers, Project Coordinators, Inspectors, Project Engineers, and various subcontractors or consultants, supporting ASUS and its’ subsidiaries.
Accountability:
The Manager of Construction reports to the Vice President, Capital Projects and is accountable for ensuring the delivery and completion of capital projects (engineering and construction) on time and within budget by stewarding projects from inception to closing. The Manager of Construction will also assist in maintaining the Construction Work in Progress (CWIP) and applicable budgets. The Manager of Construction is accountable for ensuring multiple assigned projects are completed on time and within budget by hands on program and project management and by assignment and coordination of staff to individual tasks and projects in an efficient and effective manner. The Manager of Construction will ensure the pre-construction, construction, and commissioning activities are executed and in coordination with Operations, Engineering and Planning, and Contracts, to minimize disruptions to core business activities and to deliver projects that meet the needs of ASUS and its’ subsidiaries.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
* Manages construction of capital projects for American States Utility Services, Inc and its’ subsidiaries.
* Coordinates internal and external resources towards the completion of assigned capital projects while working closely with and balancing the needs of operations, the subsidiaries, engineering and planning, contracts, and water quality functions and schedules.
* Prioritizes assigned capital projects within area of responsibility and provides technical expertise on construction and operational issues.
* Manages multiple projects in various locations as assigned.
* Prepares, monitors and reports on project schedules, project budgets, quality control, and inspection activities and implements corrective actions when needed.
* Drives efficiency into project delivery through the monitoring of delivery metrics and pursuit of more effective delivery and procurement approaches.
* Oversees the preparation of technical, bidding and proposal documents associated with the delivery of capital projects, as well as verify Statements of Work and insure that proposals conform to the specifications in the Statement of Work.
* Develops effective estimates to support project proposals and costs, and evaluate bids against these.
* Assists in the preparation of Utility Privatization Proposals and conducts site surveys of capital related projects.
* Prepares and presents to management periodic reports on progress of capital projects.
* Works with contract management to resolve issues with vendors and/or subcontractors regarding commencement, execution, and completion of construction projects.
* Retains/maintains records to adequately evaluate progress payments, construction work in progress (CWIP), and QA inspections.
* Approves vendor and subcontractor payment requests.
* Coordinates field changes with construction and engineering staff.
* Ensures that legal, regulatory and company requirements and commitments are met with respect to capital projects.
* Represents the company in public settings (including the media) with respect to large and/or controversial projects.
* Supports the Utility Managers in terms of providing adequate information on capital projects.
* Trains and develops construction and project management staff.
* Other duties as assigned.
Skills and Competencies
Skill #1:
* Working knowledge of principles and practices of project management, construction management, planning, and budgeting; strong construction procurement skills; ability to manage and influence company project management staff, subcontractors and consultants; able to identify the risks and rewards of capital projects; develop capital program strategy and lead capital pricing; ability to work on multiple contracts simultaneously; familiarity with meeting the requests of the Government, including various federal, state and local agencies, state and local health and environmental service departments, plus knowledge of fire department and other local agency regulations as they pertain to construction and installation of water treatment, supply and distribution systems and wastewater treatment and conveyance systems.
Skill #2:
* Ability to analyze data on project budgets and schedules and identify and implement corrective actions; make effective, professional presentations to a wide variety of audiences, such as federal agencies, military, businesses and regulatory agencies; write and create technical publications, reports, training curricula, brochures and other materials about capital projects and/or programs. Ability to plan from tactical to strategic level, and support the short-long term business goals of the company.
Skill #3:
* Strong understanding and appreciation of Auto CADD/GIS, estimating software such as RS Means, and project management software such as Primevera or MS Project Manager, as well as fluent in the use of MS Word, Excel, PowerPoint, and Access.
Skill #4:
* Strong team player with good relationship and networking skills; communicate clearly and concisely, both orally and written; highly motivated, flexible, and with enthusiastic attitude; establish and maintain effective working relationships with subordinate staffs, peers, seniors, professional associates and the general public; supervise, train and evaluate staff.
Required Experience
Education:
* Bachelors Degree in Civil, Mechanical, Environmental, or Construction Management. Masters Degree in Civil, Mechanical, Environmental, Construction Management, and/or Business preferred.
* Registration as a professional engineer in the state the individual is assigned is preferred.
* Project Management Certification by Project Management Institute (PMI) or the American Academy of Project Management (AAPM) highly desirable.
Required Experience
* No less than ten (10) years of relevant experience managing large scale public works and/or public utility projects.
* At least four (4) years of relevant managerial/supervisory experience.
* Knowledge of and experience using project management software (particularly Primevera or MS Project).
* Knowledge of and experience with using Estimating software (RS Means or others).
* Experience with JD Edwards accounting software package a plus.
* Strong oral and written communication and analytical skills
