Education

A degree from an accredited university or technical institute is desired. Certification from national estimating organization (ASPE or AACE) preferred.

Experience

Minimum of five (5) years experience and demonstrated technical proficiency in production, coordination, and management of construction cost estimates and supporting documents. Ability to work with multiple project managers on multiple projects of various sizes.

Responsibilities

Summary
Responsible for the technical preparation of cost models, cost plans, and cost estimates at all phases of development including takeoffs, pricing, report preparation, quality assurance, and change order review and analysis. Oversees production of estimates and gives direction to assigned staff. Interacts with clients, other estimating team members, consultants, and project managers regarding estimating schedule, consultant coordination, and design team support. Establishes estimating budgets and manages estimating workload. Strong ability to multi-task and prioritize. Ability to oversee two to three estimators. Demonstrates proficiency in use of system tools used for estimating.

Communication and Collaboration
• Listen and communicate effectively and professionally.
• Asks questions about assignments when unclear.
• Has working knowledge and understanding for use of HMC equipment and software.
• Ability to apprise supervisor and project manager for status of work.
• Establish productive working relationships and deal effectively and cooperatively with other estimating team members, consultants, and project managers.
• Display willingness to make decisions; exhibit sound and accurate judgment; support and explain reasoning for decisions; include appropriate people in decision-making process; make timely decisions.
• Collaborate with appropriate staff to meet goals and objectives of project.
• Coach, mentor, and provide performance-enhancing feedback of assigned team members.
• Resolve issues with team members and consultants for conflicts and discrepancies.
• Assist project managers in resolution of “lost opportunity” issues involving budget management.
• Be a technical resource to the entire firm.

Supervision and Delegation
• Ability to professionally communicate both verbally and in writing to coordinate assignments with office support staff, consultants, and vendors.
• Ability to delegate assignments to support staff in a professional manner.
• Primary source for monitoring employee performance on a daily basis and taking the appropriate action to report both positive and negative performance to immediate supervisor.
• Assist and/or prepare evaluations and meet with immediate supervisor or personnel to discuss the evaluations.
• Supervise multiple projects at all phases.
• Supervise and oversee technical aspects of projects and project team makeup within the estimating department.
• Supervise and manage two to four employees.
• Ability to work on multiple projects and with multiple project managers across the firm.

Documentation
• Be proficient with HMC’s documentation and office practice systems.
• Ability to correspond effectively with project managers and consultants.
• Ensure that estimate reports meet the client standards and HMC protocols including proper QA check documentation.
• Write professional correspondence.
• Assist in review of agreements with clients and consultants as relates to cost estimating requirements, and report discrepancies to project manager.
• Assist Business Services and project managers as needed in writing RFP’s and contract negotiation with consultants.
• Assist in developing estimating standards and details.

Business Development
• Always be professional and respectful in interactions with clients, other estimating team members, consultants, and project managers.
• Assist with obtaining pricing materials and maintaining source list, cost database, and cost history.
• Work with Business Services as needed for coordination of bid results and cost estimate update histories.
• Participate in marketing interviews and proposals on an as needed basis.
• Assist in resolving technical issues with client.

Management
• Demonstrate motivation in seeking new responsibilities and challenges.
• Set goals, prioritize and plan work activities for self-management and use time efficiently.
• Collaborate as needed with design, production, and project management staff, construction administrators, and consultants.
• Understand contractual liabilities as they relate to projects and estimates.
• Assist the project manager in meeting set budgets and reconciling construction costs with the client.
• Have complete knowledge and follows HMC procedures, standards, and protocols as they relate to cost estimating and project management.
• Assist the project manager in preparation of work plans, budgets, and fees.
• Meet with personnel to discuss evaluations.
• Assist in establishing estimating hours utilizing the Cost Estimating Hours Guideline for assigned tasks and finish tasks within agreed-upon budget hours for the task and take appropriate action when they are met and when they are not met.
• Manage the estimate preparation process.
• Perform or assign QA reviews of all cost plans, cost estimates, and cost studies.
• Monitor level of work within the estimating department and ensure that estimates are performed in a timely manner for all offices and PIC’s.
• Assist project managers in obtaining outside estimating consultants when necessary to fulfill contractual obligations.

Design
• Participate in office design charettes on an as needed basis.
• Promote design quality and design collaboration to be balanced with owner’s budget.
• Ensure that estimating staff supports the design team and that the design intent is incorporated in all estimates.
• Coordinate with design staff to offer cost-effective alternatives.

Technical
• Review estimates for quality, coordination, and compliance with the requirements of deliverables.
• Ensure that client standards and HMC protocols are followed.
• Keeps current with the changes in materials, labor costs, and bidding climate by regular collaboration with contractors and sub-contractors/installers; reads and reviews periodicals and websites related to construction cost trends.
• Review cost estimates with project managers and clients and assist in conducting value analysis.
• Guide project team and consultants for appropriate, cost-effective materials and systems.
• Provide training and mentoring for all technical aspects of our work.
• Help in resolution of issues and conflicts regarding construction and project budgets.
• Provide training and mentoring to project team regarding effective use of cost estimates.
• Perform estimates at all phases of a project
• Be a proponent of reconciling the budget and scope of a project at all phases of a project.
