Job Description: Parsons is looking for local candidates in and around Alhambra, CA. This is about a six month assignment.

The Construction Superintendent shall provide construction project management services in support of Public Works Project Management Division. The Consultant is expected to manage the project in a professional, legal, and cost effective manner, representing the County's interest for a successful project.

The Consultant is expected to be responsible for the following essential functions at a minimum:

Review plans and specifications of the bid package.



Prepare and maintain project budgets and schedules.



Meet with and coordinate construction activities with the golf course operator. Insure that the golf course activities minimize collateral damage of non-impacted turf areas.



Develop a strategy that is acceptable to the golf course operator and the Contractor to close certain holes during construction such that the new development can continue unimpeded while the golf course remains open for play.



Facilitate timely responses to contractor's request for information.



Review the work of other consultants and insure that the contractor and respective subcontractors fully adhere to the plans and specifications.



Inspect Contractor invoices for progress payments and insure that respective progress payments are made in a timely manner.



Manage cost and schedule performance of assigned projects.

Monitor, review, and make recommendations and process Contractor submittals.

Routinely review 'as built' drawings for accuracy and completeness.



Inspect the quality of contractor's work to determine that it meets or exceeds industry standards.



Prepare a final punchlist of incomplete construction tasks prior to the contractor's demobilization and prior to the request for final payments and/or release of contract retention.



Coordinate project close-out activities.

Evaluate and make recommendations on proposed changes in scope of work, prepare requests for change orders. Determine that any requests for alternate change of work are fully justified and/or necessary.

Interface with other County departments and agencies to resolve problems and coordinate planning and other project management functions as necessary.

The Consultant shall monitor, coordinate, and evaluate all key project activities to ensure optimum scope/configuration control, cost/schedule compliance, and quality assurance/control of project designs, specifications, contracting strategies, and Contractor performance leading to claims avoidance/claims mitigation. When appropriate, the Consultant will participate in the training of preapproved project delivery techniques for junior Public Works' staff. The Consultant shall monitor and process lien waivers if necessary.

Qualifications



Minimum 10 years direct field experience on golf-course irrigation projects with multiple phases of construction;

Organization and coordination skills; understanding details and related aspects of design & construction;

Ability to develop and analyze project schedules;

Ability to develop project budgets;

Ability to control project scopes
