Job Description: Position Summary:
To provide managerial oversight to a construction project or a series of construction projects; the overall direction, administration, completion, and financial outcome of a construction project; oversees, directs and manages project teams including facility administration, project coordinators, general contractors and contracted consultants responsible for developing project scope, budget and schedule, to establish operational priorities and maintain satisfactory relationships with service area leadership and staff, subcontractors, unions, etc.

This position consistently supports compliance and the Principles of Responsibility (Kaiser Permanente's Code of Conduct) by maintaining the privacy and confidentiality of information, protecting the assets of the organization, acting with ethics and integrity, reporting non-compliance, and adhering to the applicable federal, state and local laws and regulations, accreditation and licenser requirements (if applicable), and Kaiser Permanente's policies and procedures. In addition, Regional leaders are accountable for communication, implementation, enforcement, monitoring and oversight of compliance policies and practices in their departments.

In addition to defined technical requirements, accountable for consistently demonstrating service behaviors and principles defined by the Kaiser Permanente Service Quality Credo, the KP Mission as well as specific departmental/organizational initiatives. Also accountable for consistently demonstrating the knowledge, skills, abilities, and behaviors necessary to provide superior and culturally sensitive service to each other, to our members, and to purchasers, contracted providers and vendors.

Duties:
1. Is responsible for effective and appropriate allocation of human resources required for all aspects of the design and construction process for multiple construction and/or refurbishment projects, generally in the range of $100,000 to $5 Million or more of cumulative budget responsibility. Partners with Service Area Managers in developing and maintaining overall capital plan. Typically responsible for 100+ projects per year. (40%).
2. Directs work and staff. Assigns, oversees and directs work of Project Managers responsible for a variety of multi-disciplinary project teams involved in specific service area or medical center projects. (20%).
3. Focuses on allocation and management of appropriate people skills, talents, and expertise necessary to successfully perform complex project operations from start to finish. (5%).
4. Works in conjunction with HUB Directors and Service Area Managers to accomplish a variety of projects within budget, on time, and within Kaiser's standards for quality and applicable regulatory requirements. (15%).
5. Manages own labor/ expense budget. (10%).
6. Is responsible for the hiring of internal and external project management staff. (10%).
7. Assume other activities and responsibilities from time to time as directed.

Qualifications:
. Fifteen (15) years of experience required.
. Extensive experience in negotiating and writing contracts for design consultants and contractors required.
. Significant experience in a multi-project people management role required.

Functional/Technical Knowledge & Skills:
. ·Extensive knowledge in principles of architecture, engineering, and construction required.
. Thorough knowledge of preparing contract documents, fixed price, guaranteed maximum price, legal implications of design/build in applicable state required.
. Excellent working knowledge of Federal, State and local laws and regulations related to real estate and land development and health facility projects; local entitlement and permitting processes, to include compliance with DEQA; Specific knowledge of OSHPD (in California) and similar regulatory agencies practices/ policies/ procedures in other states required.

Education/License/Certification:
. BA degree in Architecture, Structural or Electrical Engineering, or equivalent required.

Preferred Qualifications:
. BA Degree Required.
. Master's Degree preferred.
. Professional license/ registration/certification preferred.
