Job Description: Responsible for the supporting the project manager in execution and management of medium-to-large sized technical projects (typically $500K to $5M), or managing a collection of projects that constitute a program (i.e., environmental restoration, waste management, decontamination and demolition, etc.). Responsible for ensuring that projects are executed in accordance with established company standards, policies, procedures, and ESH&Q requirements. Establishes, tracks, and manages project budgets and schedules. Plans work activities and coordinates project resources. Provides oversight and mentoring of other project personnel. May also serve as the project manager, providing oversight on multiple tasks.

DUTIES AND RESPONSIBILITIES (includes the following, but not limited to)

• Manage technical staff to ensure that projects are completed in accordance with high technical standards, sound engineering practices, and good science, while meeting budgeting and schedule constraints.
• Directs, coordinates, and provides technical direction to project personnel to ensure project progresses on schedule and within budget.
• Ensures work product is developed in accordance with technical specifications.
• Communicates directly with the customer regarding technical requirements, cost, and schedule.
• Coordinate and assist in the waste acceptance documentation, technical drawings, technical reports and plans, permitting documents, and regulatory required documents in support of state and federal regulatory compliance.
• Provide project control support including the preparation and modification of project management plans, waste management lifecycle baseline plan and work packages, critical decision packages, schedules, TRU production reports, technical reports and plans, and technical scope descriptions in support of DOE Manual 413.3, Project Management for the Acquisition of Capital Assets.
• Assist and coordinate in preparing presentations, figures, drawings, and other documentation to support the waste management program.
• Review technical documents for compliance with the waste management program requirements and client requirements.
• Coordinate completion of waste management technical documents in support of TRU waste, LLW , and Hazardous Waste Programs.
• Works with the program manager and contracts personnel throughout the period of performance to ensure contractual requirements, reporting, and correspondence are being completed in accordance with the terms of the contract.
• Responsible for technical resources and schedule integration for all assigned technical activities, establishes priorities, and identifies and requests personnel and resources to accomplish work objectives.
• Oversees and ensures that the scope of work to be performed is clear, concise, and executable by working with the customer and the primary owner to establish firm project/task requirements. Where required, provides direction for corrective action.
• Reviews and/or oversees the review of all work documents and related project files.
• Directs or participates in various projects or studies and provides expertise to ensure ESH&Q goals and objectives are met.
• Ensures that project personnel are properly trained and are provided with a safe and healthy workplace, and that worker competence is commensurate with their ESH&Q responsibilities.
• Provides lessons learned.
• Serves in an advisory role to the management team, as requested, in area of technical expertise.
• Prepares project reports for management and customers, as necessary.
• Mentors project managers and provides oversight of other projects, as assigned.
• Other duties as assigned by management.
SUPERVISORY RESPONSIBILITY
Supervises technical staff assigned to project teams. Mentors project managers. May also serve as part of the management team providing management oversight of company personnel and resources.
QUALIFICATIONS
Demonstrated ability to provide technical direction, manage costs and schedule, and to interface on a daily basis with customer. Ability to oversee project personnel, staff, and resources to maximize utility and provide clear responsibilities to staff members, while meeting customer standards and deadlines. Must be capable of working independently. Excellent organization and communication skills. Must be able to handle multiple tasks and projects while meeting all deadlines. Must be customer-focused.

EDUCATION AND/OR EXPERIENCE

Bachelor of Science degree plus 8 years relevant experience, or equivalent. Advanced degree and/or professional registration and/or licensure is highly encouraged.

LANGUAGE SKILLS

Ability to read, analyze, and speak the English language. Ability to effectively present information and respond to questions from management, clients, customers, and the public.
