Job Description: ICF International is currently seeking a Senior Subcontracts Administrator to support our Energy & Climate Change practice. This position is located in our Fairfax, VA headquarters office.

Responsibilities:

* Develop review, interpret, and negotiate complex subcontract awards in a timely fashion to meet program objectives.
* Initiate and prepare various types of subcontracting agreements such as non-disclosure, teaming, consulting and memorandums of understanding.
* As required, develops RFPs/RFQs to include appropriate statements of work.
* Analyzes existing or proposed subcontracts to identify risks and develop risk mitigation strategies.
* Solicits proposals/quotations from vendors to support a variety of business requirements.
* Performs required routine cost and price analyses; determines appropriate acquisition approach and gathers necessary information.
* Ensure full compliance with ICF corporate policies and procedures as it relates to subcontract management.
* Lead negotiations with seasoned suppliers, representatives, and internal customers of varying levels while mitigating risks on behalf of ICF in a professional fashion.
* Provide guidance and training to all levels of personnel across multiple functional disciplines consistent with company requirements; must be knowledgeable in the total cradle-grave subcontracts/procurement process (from proposal support/PR initiation to subcontract closeout).
* Provide proposal support on a variety of strategic and routine proposal initiatives as assigned.
* Respond to data calls and status reporting requirements as required.

Requirements:

* Bachelor's degree or equivalent combination of education and relevant experience.
* At least 8-10 years of experience in contract/subcontract administration in a services environment.
* The ability to apply sound business judgment when negotiating terms in a variety of markets (i.e. commercial, state and local, and international markets).
* Experience working under the Federal Acquisition Regulations (FAR) with experience in DFARS and/or commercial practices a plus.
* Experience working with a variety of federal contract types; commercial, and international type projects; grants experience is a plus.
* Strong analytical and problem solving skills.
* Self-motivated, task oriented team player who is able to work well with all levels of management as well as internal clients and external partners.
* Ability to work in a high-paced, demanding environment while juggling multiple conflicting priorities
* Strong negotiation experience as well as strong oral and written communication skills are required.
