Job Description: Performs construction engineering assignments of a varied nature
requiring a full working knowledge of construction engineering
practices. Exercises professional judgment within the framework of
broad guidelines provided by superiors. May have responsibility to
provide direction to less experienced construction engineers, or
construction office technical or clerical personnel. May specialize in
a single field or area or assume a lead role in a specific segment of a
construction project.

On a large project, performs assigned activities in one discipline,
interfacing with related tasks being performed in more than one
discipline within a single area.
On a small to medium-sized project, performs assigned activities in one
discipline interfacing with other disciplines in all areas of the
project.


ESSENTIAL JOB DUTIES:
Assists construction superintendents in planning construction methods
and procedures. Coordinates and resolves engineering or construction
problems with superintendents.
Interprets design engineering drawings and prepares construction working
drawings for the use of superintendents as required, including:
Temporary construction facilities.
Field sketches of revisions and additions and preparing as built
drawings.
Reviews design drawings, related vendor drawings and installation
instructions and studies interference problems.
Prepares or directs preparation of field material purchase requisitions,
including estimating the quantities and material takeoffs of the field
purchases of materials. Tracks commodities on quantity tracking systems
or other computer database programs as required.
Assists in coordination of vendor material deliveries, storage of
materials, expediting and engineering reports related to the schedule.
Prepares projections and schedules for workforce, material and equipment
requirements.
Prepares field change notices/requests, extra work orders and back
charge notices.
Reviews the progress of project controls documents. Ensures the project
controls programs are fully automated for use in the field.
Prepares cost estimates and reviews project design and engineering bills
of materials to ensure their completeness.
Maintains records of costs and quantity information, evaluates data and
prepares applicable reports as requested by project management utilizing
established, standardized automation tools.
Monitors the activities of subcontractors to ensure compliance with
drawings and specifications.
Administers change notices and amendments. Audits contractor requests
for progress payments.
Maintains updated subcontractor schedules, as assigned.
Monitors installation of materials and equipment to assure conformance
with drawings and specifications.
Provides input to constructability and lessons learned.
May be required to provide input on employee reviews of assigned
subordinate personnel.

JOB KNOWLEDGE:
Knowledge of a single technical engineering discipline, contracts
administration and/or cost and scheduling relating to the construction
of heavy industrial projects.
Computer literate in word processing, spreadsheet and database
applications in accordance with current Bechtel Standard Application
Program (BSAP) standards.
Awareness of environmental compliance laws and requirements.
Knowledge of Bechtel's Zero Accident safety program desired..
Familiarity with current industry quality standards.
This knowledge is normally acquired through:
A recognized Bachelor's degree in an engineering or scientific
discipline coupled with work experience leading to a basic understanding
of the technical knowledge described above OR a recognized Master's
degree in an engineering or scientific discipline OR specialized courses
in construction management, contract law or mathematics and work
experience leading to a basic understanding of the technical knowledge
described above.
BASIC QUALIFICATIONS:
Degree in Engineering and/or Construction Management from an accredited
university desired or equivalent experience.
Minimum of 5 years of related experience.
Basic communication skills (written and oral) to work and communicate
positively with people in engineering, construction and government
settings.
Understanding of construction and associated permitting requirements and
methods.
Demonstrated ability to work with diverse project groups and
disciplines.
Demonstrated ability to work independently and as part of a team.
Excellent organizational abilities and computer skills to manage the
permitting program.
Experience with large-scale infrastructure and transportation projects.
Demonstrated ability to understand codes, regulations and laws
pertaining to permitting the design and construction of fully
functioning Airport and the associated facilities and structures.
Civil site engineering design experience. Airport construction project
experience is beneficial.
Valid Driver's License a must.
Must be currently authorized to reside and work in the United States.
Must have the ability to pass a FBI fingerprint (background) check to
receive an Airport Security badge, which is essential to employment.
