Job Description:	HDR is currently in need of a Construction Observer to work as a member of our Water Business Group out of the Raleigh, NC office. It is anticipated that this person will work primarily from a client project site in the Southern Pines, NC area. This role will include working independently under broad, general supervision and in conjunction with the Design Project Manager. It also requires a fundamental understanding of contracts and familiarity with codes and laws governing construction for water, wastewater, and related conveyance systems. Responsibilities may include writing and issuing field orders, initiating change proposals for design team review and approval, estimating cost of changes, negotiating costs with contractor and recommending acceptance to Project Manager. They may also supervise and direct the activities of junior Resident Project Representatives and Construction Inspectors, testing services and sub-consultants. Requirements High School Diploma or equivalent experience as an inspector on water/wastewater related projects required. Tech school or college degree beneficial. 5+ years overall experience as a Construction Inspector or Observer on water/wastewater related projects is a must. Proficient with MS Office (Word/Excel/Outlook). Proven problem solving and documentation abilities. Ability to work independently and as part of a team. This position typically requires successfully passing drug-screening procedures prior to being hired; thereafter subject to random and cause drug and alcohol testing. HDR is a drug and alcohol free environment.
