Job Description: SUMMARY:

The Outside Plant (OSP) Engineer and Estimator reviews and develops cost schedules for all outdoor Distributed Antenna Systems (DAS) and Outside Plant/Fiber (OSP) deployments, feasibility studies, and request-for-proposal responses. The Outside Plant Engineer and Estimator develops engineering and construction Scopes of Work (SOW) and coordinates bidding work to OSP engineering and construction firms. The Outside Plant Engineer and Estimator supports costs development of OSP project components by assessing the requirements, attending site walks or pre-proposal meetings, soliciting quotations and contractor support or independently developing cost. The person filling this role must have demonstrated ability to manage multiple projects simultaneously in various stages from concept, to formal design, to construction.

Requirements
ESSENTIAL FUNCTIONS:

· Develop OSP engineering, construction, and operational cost estimates, utilizing best practices, industry standards, and personal experience, independent of contractor quotes

· Develop SOW and bid packages for OSP engineering and construction in support of Outdoor DAS deployments

· Coordinate the OSP bidding process

· Provide input to Outdoor DAS Radio Frequency (RF) designs to minimize cost, maximize investment and operational efficiencies

· Minimize deployment costs without compromising safety or system quality

· Provide stewardship of the company capital expenditures by ensuring adherence to design standards

· Evaluate new OSP product methods and techniques to achieve maximum cost savings while maintaining operational goals.

· Proactively pursue carrier development opportunities by utilizing online training resources and requesting attendance to sessions offered by technical training and equipment vendors.

SUPERVISORY RESPONSIBILITIES:

* None.

QUALIFICATIONS:

· Broad knowledge of OSP engineering, processes, and costs

· Familiar with utility right-of-way and joint pole use requirements and processes
· Excellent organizational skills

· Proficient Microsoft Office Suite knowledge

* Excellent written and oral communication skills (technical and non-technical)
* Self motivated, ability to work independently and as part of a team
* Detail oriented, able to multitask and meet deadlines
* Able to handle multiple projects in a fast-paced environment
* Ability to problem solve and provide inventive solutions
* Understanding of building codes and impact on construction cost and time frames

EDUCATION AND EXPERIENCE:

· Minimum of 5 years experience in OSP engineering, estimating and construction project management

· Minimum of 2 years experience in DAS and/or wireless communication development strongly preferred

· 2 year associate degree or equivalent experience preferred

· Project Manager certification preferred

· Experience in building construction processes and methods including electrical, mechanical, fire protection and general contracting

· Building Industry Consultants Services Inc (BISCI) certification, preferred


ENVIRONMENT:

Approximately 50% performed in climate-controlled internal office environment working under normal office conditions. Approximately 50% will involve field activity including climbing ladders and carrying light equipment as well as working in jobsite construction environment, company facilities, or home office as required. Must be able to climb ladders and move through confined spaces to observe progress and inspect results of installations. Approximately 20-40% travel may be required in support of the positions responsibilities.

While performing the duties of this job, the employee is regularly required to sit; stand; walk; use hands and finger to feel and handle; reach with arms and hands; talk and hear. While performing the duties of this job, the employee frequently is required to stoop, kneel, and crouch; lift weight or exert a force up to a maximum of 50 pounds. Field activity will involve some climbing and may involve carrying equipment in excess of 50 pounds.
