Job Description: The Oregon Department of Administrative Services (DAS), Facilities Division, Operations & Maintenance, Contracts Program, has an opportunity for a Construction Project Manager 1 to fill a permanent, full time position located in Salem. This position is represented by the Service Employees International Union (SEIU)/Oregon Public Employees Union (OPEU). The Facilities Division is responsible for the construction, acquisition, operation, and maintenance of office space for state agencies throughout Oregon.

The Project Manager position is charged with organizing, planning, consulting, procuring and scheduling of statewide Goods & Trade Service projects. This position is also responsible for facilitating the process through collaboration with tenants. This assignment includes limited scope construction, remodel or building component replacement projects.

TO QUALIFY:Your State of Oregon PD100 application form and cover letter will be reviewed to verify that you meet the qualifications and desired competencies stated in this announcement. To receive credit, your cover letter and PD100 must clearly show that you have:

A Bachelor’s Degree in Construction Management, Business Administration, Architecture, or Engineering;
OR
An Associate Degree (or comparable college course work) in Architectural, Engineering or Construction technology; and 18 months construction inspection or construction project management experience;
OR
Three years of experience in architecture, engineering, or construction planning. 18 months of the experience must include construction planning or project management.

NOTE: Employment is contingent upon the outcome of a criminal records check (LEDS) which may require fingerprints (FBI) and pre-employment drug screening. Any history of criminal activity will be reviewed and could result in the withdrawal of the offer or termination of employment.

WORKING CONDITIONS

Duties are performed in an office environment with occasional exposure to other environments, including inclement weather; working at a video display terminal approximately 60% of the time. Requires occasional travel to reach customer agency offices, primarily located in the Willamette valley. May require occasional lifting and carrying of supplies weighing 50 pounds.

TEST
Provide a cover letter (no more than 2 pages) clearly demonstrating your knowledge and experience in each of the following desired competencies.

1. Knowledge of the following:
* Building Codes and National Electrical Codes
* OSHA Rules and Guidelines
* ADA Guidelines
2. Ability to synchronize and work with a Computer Integrated Facilities Management System (CIFMS) including downloading work orders to a Personal Digital Assistant (PDA).
3. Working knowledge of contract law, administrative rules and policies and associated potential complications and problems.
4. Attention to detail and accuracy of information in preparation of contracts, 'Requests for Proposals' and bid requests.
5. Preparation of a project plan that summarizes the goals, objectives and required contract methodology based on dollar thresholds and contract authority, scope of work, risks, budget, schedule and stakeholders of the project.
6. Experience in contract administration; keeping the project on schedule and within budget and project closeout through clear communication with all parties.
